Operating Hours and Restrictions in Transactions in
Land Registries and District Land Offices

This circular consolidates information on the operating hours and restrictions in carrying out transactions at land registries and district land offices in Peninsular Malaysia.

While we try to be as accurate as possible in providing the necessary information in this circular, Members should note that land registries and land offices may, from time to time, change their terms and procedures in reaction to restrictions in movement orders issued by the Government, and to practical matters affecting each of them.  Some changes may be made without or with little advance notice.

Members are advised to constantly check the website of the respective land registry or land office for the latest information.  You are also advised to check with the relevant State Bar Committee for any updates from the land registries and land offices of the state concerned.

(1) Kuala Lumpur

1.1 All Registration and Hasil counters of Pejabat Pengarah Tanah dan Galian Wilayah Persekutuan (“PPTG WPKL”) (including for presentation of documents for dealings and non-dealings, collection of documents and payment, investigation and public auctions) have reopened since 2 Feb 2021.  Click here (see pages 6 to 9) to view the emails from PPTG WPKL.

1.2 The operating hours (since 5 Mar 2021) are:

(a) Mondays to Thursdays: 8:00 am to 4:00 pm.

(b) Fridays: 8:00 am to 12:00 noon; 2:45 pm to 4:00 pm.

1.3 Online services on PPTG WPKL’s portal continue to be available.

1.4 The letter dated 12 Jan 2021 from PPTG WPKL contains other ancillary matters, including the waiver of certain penalties and the availability of PPTG WPKL’s online portal for various matters.  Click here (see pages 11 and 12) to view the letter from PPTG WPKL.

(2) Selangor

2.1 Pejabat Tanah dan Galian Selangor (“PTG Selangor”)

(a) The Smartbox and online services continue to be available.

(b) All counters of PTG Selangor are reopened since 2 Feb 2021, but with limited operations.  Click here (see pages 13 to 18) to view the letter and the relevant QR codes from PTG Selangor.

(c) The letter dated 12 Jan 2021 from PTG Selangor contains other ancillary matters, including the waiver of certain penalties.  Click here (see pages 19 and 20) to view the letter from PTG Selangor.

(d) Penalties will start to be enforced from 1 Mar 2021 (Monday).  Click here (see pages 21 to 23) to view the letter from PTG Selangor.

(e) From 1 Apr 2021 (Thursday), the Smartbox collection kiosks for both strata and landed properties will begin to operate.  Members are to collect documents within 48 hours of their receipt of the relevant email notification, or they will be penalised.  Click here (see pages 24 and 25) to view the letter from PTG Selangor dated 25 Mar 2021.

2.2 Pejabat Daerah dan Tanah Petaling (“Petaling Land Office”)

Registration Unit counters are reopened from 4 Feb 2021 (Thursday), 8:30 am to 3:30 pm, but presentation of documents for dealings and non-dealings are not accepted at the moment.

2.3 Pejabat Daerah / Tanah Hulu Langat (“Hulu Langat Land Office”)

(a) The operating days and hours that are open to law firms are: Mondays to Wednesdays, 8:30 am to 3:30 pm.

(b) Transactions can be done by walk-ins, but each dealing is limited to three titles only.

2.4 Pejabat Daerah/Tanah Gombak (“Gombak Land Office”)

(a) All service counters are open at the following times:

(i) Mondays to Thursdays: 8:30 am to 3:30 pm.

(ii) Fridays: 8:30 am to 11:45 am; 2:45 pm to 3:30 pm.

(b) The Gombak Land Office has provided two separate QR codes for its appointment (temujanji) process.  Click here (see pages 28 and 29) to view the notifications.

2.5 Pejabat Daerah / Tanah Klang (“Klang Land Office”)

The Klang Land Office remains open, with restrictions, at the following times:

(a) Mondays to Thursdays: 8:30 am to 3:30 pm.

(b) Fridays: 8:30 am to 11:45 am; 2:45 pm to 3:30 pm

2.6 Pejabat Daerah / Tanah Sepang (“Sepang Land Office”)

All service counters are open at the following times:

(a) Mondays to Thursdays: 8:30 am to 3:30 pm.

(b) Fridays: 8:30 am to 11:45 am, 2:45 pm to 3:30 pm.

(3) Negeri Sembilan

(a) Pejabat Tanah dan Galian Negeri Sembilan (“PTG NS”) allows transactions that, among others, involve transfers, charges, and caveats.

(b) From 19 until 31 Mar 2021, the opening hours are:

(i) Mondays to Thursdays: 8:30 am to 12:30 pm; 2:00 pm to 4:30 pm.

(ii) Fridays: 8:30 am to 11:30 am; 2:45 pm to 4:30 pm.

(c) Members should take note that the same person who made the presentation of documents for registration must also be the person collecting the documents.

(e) PTG NS has also notified us of waiver of certain penalties and other ancillary matters pertaining to land transactions, during the MCO period.  Click here (see pages 34 to 37) to view the letters from PTG NS dated 20 Jan and 3 Feb 2021.

(4) Johore

4.1 Pejabat Tanah dan Galian Negeri Johor (“PTG Johor”) has resumed operations since 21 Feb 2021.     

4.2 PTG Johor now allows applications for appointments to be made through legal firms, with effect from 28 Feb 2021 (Sunday).  Previously only runners were permitted to make such appointments.

(5) Kedah

5.1 The counters at the land offices are open from 8:30 am to 1:00 pm.

5.2 The counters at the UTC are open from 8:00 am to 5:00 pm, except on Fridays, when these are closed from 12:15 pm to 2:45 pm.

(6) Kelantan

Pejabat Pengarah Tanah dan Galian Negeri Kelantan’s operating hours are from Sundays to Thursdays, 8:30 am to 2:00 pm.  Click here (see page 59) to view the notification.

(7) Melaka

7.1 Pejabat Tanah dan Galian Melaka is operating as usual.

(8) Pahang

All counters at Pejabat Pengarah Tanah dan Galian Pahang have resumed operations since 11 Feb 2021 and their operating hours are from Mondays to Fridays, 8:00 am to 8:00 pm.  Click here (see pages 62 to 64) to view the notification, and here to view the operating hours. 

(9) Penang

9.1 Pejabat Tanah dan Galian Negeri Pulau Pinang (“PTG Penang”) is open from 7:30 am to 4:30 pm, with a 30% workforce limit.  Click here (see pages 65 to 68) to view the circular issued by Penang Bar Committee.

9.2 PTG Penang has commenced its Online Appointment System on 22 Feb 2021.  For more information, click here (see page 69) to view the circular issued by the Penang Bar Committee.

9.3 We have been informed by the Penang Bar Committee that Members who have transactions to be conducted at PTG Penang have to obtain a firm code from PTG Penang.  They must fill up a registration form from PTG Penang and obtain a letter of confirmation from the Bar Council Membership Department.  These documents are to be submitted to the Penang Bar Secretariat (and not directly to PTG Penang).  Click here (see pages 70 to 74) to view the circular issued by the Penang Bar Committee and relevant information from the Bar Council Membership Department.

9.4 From 15 Mar 2021, all transactions can be done via the walk-in processs.  Click here (see pages 75 and 76) to view the circulars issued by the Penang Bar Committee.

(10) Perak

10.1 The counters of Pejabat Pengarah Tanah dan Galian Negeri Perak has reopened on 15 Feb 2021 (Monday) and the e-Tanah system has been implemented.  The FAQs relating to the e-Tanah system can be found here.

(11) Perlis

The Registration and Quit Rent (Hasil) counters at Jabatan Tanah dan Galian Perlis are operating as usual.  The operating hours are:

(a) Mondays to Thursdays: 8:30 am to 12:00 noon.

(b) Fridays: 8:30 am to 11:45 am.

(13) Putrajaya

Pejabat Pengarah Tanah dan Galian Wilayah Persekutuan Putrajaya’s operating hours are from:

(i) Mondays to Thursdays: 8:30 am to 4:00 pm

(ii) Fridays: 8:30 am to 12:00 noon; 2:45 pm to 4:00 pm
