Operating Hours and Restrictions in Transactions in Land Registries and District Land Offices

This circular is a continuation of Circular No 040/2021, which is a consolidation of information on the operating hours and restrictions in carrying out transactions at land registries and district land offices in Peninsular Malaysia.

While we try to be as accurate as possible in providing the necessary information in this circular, Members should note that land registries and land offices may, from time to time, change their terms and procedures in reaction to restrictions in movement control orders issued by the Government, and to practical matters affecting each of them.  Some changes may be made without or with little advance notice.

Members are advised to constantly check the website of the respective land registry or land office for the latest information.  You are also advised to check with the relevant State Bar Committee for any updates from the land registries and land offices of the state concerned.

(1) Kuala Lumpur

(a)       We have received a notification from Pejabat Pengarah Tanah dan Galian Wilayah Persekutuan (“PPTG WPKL”) informing us that it will be temporarily closed on 17 and 18 May 2021, and will resume operations on 19 May 2021 (Wednesday).  Click here (see page 6) to view the notification from PPTG WPKL.

(b)       Online services on PPTG WPKL’s portal continue to be available.

(2) Selangor

2.1       Pejabat Tanah dan Galian Selangor (“PTG Selangor”)

(a)       All counters of PTG Selangor were temporarily closed on 17 May 2021 and reopened on 18 May 2021 (Tuesday).

2.2       Pejabat Daerah dan Tanah Petaling (“Petaling Land Office”)

(a)       The counters of Petaling Land Office are open at the following times:

(i)       Mondays to Thursdays: 8:30 am to 3:30 pm.
(ii)       Fridays: 8:30 am to 11:45 am; 2:45 pm to 3:30 pm.

(b)       Various other restrictions are imposed, including limitation of presentations and searches that can be done on a walk-in basis.  Click here (see page 8) to view the notification from Petaling Land Office.

2.3       Pejabat Daerah / Tanah Hulu Langat (“Hulu Langat Land Office”)

(a)       The operating days and hours that are open to law firms are: Mondays to Wednesdays8:30 am to 3:30 pm.

(b)       Starting from 17 May 2021, transactions can be done by walk-ins, but with a cap of only 30 each day, and each dealing is limited to two titles only.  Click here (see pages 9 to 13) to view the notifications from the various departments of the Hulu Langat Land Office.

2.4       Pejabat Daerah dan Tanah Gombak (“Gombak Land Office”)

(a)       Service counters are open at the following times:

(i)       Mondays to Thursdays: 8:30 am to 3:30 pm.
(ii)       Fridays: 8:30 am to 11:45 am; 2:45 pm to 3:30 pm.

(b)       The Gombak Land Office has provided a separate QR code for its appointment (temujanji) process.  Click here (see page 14) to view the notification.

2.5       Pejabat Daerah / Tanah Klang (“Klang Land Office”)

The Klang Land Office remains open, with restrictions.  The operating days and hours that are open for law firms are as follows:

(a)       Mondays to Wednesdays: 8:30 am to 3:30 pm.
(b)       Fridays: 8:30 am to 11:45 am; 2:45 pm to 3:30 pm

2.6       Pejabat Daerah / Tanah Sepang (“Sepang Land Office”)

All service counters are open at the following times:

(i)       Mondays to Thursdays: 8:30 am to 3:30 pm.
(ii)       Fridays: 8:30 am to 11:45 am, 2:45 pm to 3:30 pm.

(3)       Negeri Sembilan

(a)       Pejabat Pengarah Tanah dan Galian Negeri Sembilan (“PTG NS”) has notified us of waiver of certain penalties and other ancillary matters pertaining to land transactions, during the Movement Control Order (“MCO”) period.  Click here (see pages 19 and 20) to view the letter from PTG NS dated 11 May 2021.

(b)       From 17 May 2021, the opening hours (registration and strata counters) are:

(i)       Mondays to Thursdays: 8:30 am to 12:30 pm; 2:00 pm to 4:30 pm.
(ii)       Fridays: 8:30 am to 11:30 am; 2:45 pm to 4:30 pm.

(4)       Johore

Pejabat Tanah dan Galian Johor (“PTG Johor”) is operating fully despite the MCO, but with a limit of 200 presentations per day.  Click here (see page 21) to view the notification from PTG Johor.

(5)       Kedah

From 17 May 2021, all presentations at Pejabat Pengarah Tanah dan Galian Negeri Kedah (“PTG Kedah”) can only be done via the appointment (temujanji) process and each person is limited to only five presentations.  Click here (see page 22) to view the notification from PTG Kedah.

(6)       Kelantan

Pejabat Pengarah Tanah dan Galian Negeri Kelantan’s operating hours are from Sundays to Thursdays, 9:00 am to 12:00 pm.  Click here (see page 23) to view the notification.

(7)       Melaka

(a)       Pejabat Tanah dan Galian Melaka is operating as usual, but with a 30% workforce limit.

(8)       Pahang

All counters at Pejabat Pengarah Tanah dan Galian Pahang will be closed until 7 June 2021 (Monday) and will resume operations on 8 June 2021 (Tuesday).  Click here (see page 25) to view the notification.

(9)       Penang

(a)       From 3 to 31 May 2021, Pejabat Tanah dan Galian Negeri Pulau Pinang (“PTG Penang”) is open from 7:30 am to 4:00 pm (breaks are 12:30 to 2:00 pm (Mondays to Thursdays); 12:00 to 3:00 pm (Fridays)).  Members are required to make appointments through PTG Penang’s Online Appointment System.

(10)       Perak

Pejabat Pengarah Tanah dan Galian Negeri Perak (“PTG Perak”) remains open, with restrictions, at the times listed below.  Presentations are limited to 150 only.

(a)       Mondays to Thursdays: 8:30 am to 1:00 pm
(b)       Fridays: 8:30 am to 12:00 pm.

(11)       Perlis

From 12 May to 7 June 2021 (Monday), the counters at Jabatan Tanah dan Galian Negeri Perlis are operating as follows:

(a)       Mondays, Wednesdays and Thursdays: 8:00 am to 12:30 pm; 2:00 pm to 3:00 pm
(b)       Tuesdays, Fridays and public holidays: Closed

(12)       Terengganu

We have been informed that Pejabat Pengarah Tanah dan Galian Terengganu’s operating hours are from:

(a)       Sundays to Wednesdays: 9:00 am to 3:00 pm
(b)       Thursdays: 9:00 am to 2:00 pm

(13)       Putrajaya

We have received a notification from Pejabat Pengarah Tanah dan Galian Wilayah Persekutuan Putrajaya (“PPTGWPPj”) informing us that its operating hours from 12 May to 7 June 2021 (Monday) are from:

(a)       Mondays to Thursdays: 8:30 am to 2:00 pm
(b)       Fridays: 8:00 am to 12:00 pm

(14)       Labuan

Pejabat Pengarah Tanah dan Galian Wilayah Persekutuan Labuan’s operating hours are from Mondays to Fridays, 8:00 am to 2:00 pm.
