Update on Stamping Issues
The Bar Council has received a letter on 11 Apr 2020 from Lembaga Hasil Dalam Negeri Malaysia (“LHDN”) notifying us of the following:
(1) Stamp duty counters have reopened starting from 3 Apr 2020 at 34 LHDN branches;
(2) The stamp duty counters will cater to individuals and the general public who generally have no ID STAMPS;
(3) The stamp duty counters will also cater for payments of stamp duty which cannot be done online. For example, stamp duty assessed at RM1 million and above;
(4) The stamp duty counters will not be for use by, among others, solicitors;
(5) For Members who have ID STAMPS, they must submit documents for stamping and, stamp the documents, online via STAMPS at https://stamps.hasil.gov.my; and
(6) For Members who do not have online payment facility to make payment of stamp duty, they may stamp the documents at a stamp duty counter after the Movement Control Order period ends; and
(7) Documents and notices of assessments in which the last day for payment falls on a date from 18 Mar 2020 to 29 Apr 2020 may be stamped by 30 Apr 2020 without penalty.
