Judicial Review Proceedings against the Director of the National Registration of the Federal Territory of Kuala Lumpur
Messrs Fahri, Azzat & Co. and Puan Roziana Nor binti Abdul Rahim (“the Applicants”) initiated Judicial Review proceedings (Kuala Lumpur High Court Judicial Review No. WA-25-98-03/2021) against the Director of the National Registration of the Federal Territory of Kuala Lumpur to challenge the Circular Directive, which the Director had issued on 5 Feb 2021. The said Circular Directive can be viewed here.
The challenge is against the requirements imposed on applications for an extract of the national registration card particulars, particularly against law firms, which require the submission of evidence in support of the extraction application. The applicants are challenging the said Circular Directive on grounds of illegality, irrationality, procedural impropriety, and disproportionality. Leave for the judicial review was obtained on 13 Oct 2021.
On 7 Feb 2022, the Malaysian Bar was granted leave to intervene in support of the judicial review. The hearing for the judicial review was held on 17 May 2022. The date for the decision has been fixed for 21 June 2022.
