Update on the Preparation of Draft Proposed Legislation on Contempt of Court (11 Mar 2020)

We refer to Circular No 093/2019 dated 10 May 2019, entitled “Bar Council to Prepare Draft of Proposed Legislation on Contempt of Court”.

The Bar Council Ad Hoc Committee on Contempt of Court (“Ad Hoc Committee”) has been tasked to update the draft proposed Contempt of Courts Act 1999 (“draft Bill”), taking into consideration relevant events and developments in the law.

The Ad Hoc Committee has gone through the draft Bill and is of the view that the draft Bill needs overhaul amendments.  The Ad Hoc Committee is looking at the position in various jurisdictions including India, Singapore, and New Zealand, in updating the draft Bill.

In view of the above, we invite Members of the Bar to provide feedback regarding provisions that, in their view, should be amended in, or added to, the proposed draft Bill.  Feedback received will ensure that pertinent issues relevant to Members will be addressed in the draft Bill.
